1. generates monthly lists of children entitled to receive special dairy products for baby food;

calculates the amount of special dairy products for baby food required for the purchase of children of the first or second year of life, subject to free meals;

carries out the purchase of special dairy products for baby food in compliance with the requirements of the procurement legislation;

organizes the delivery of special dairy products for baby food from the catering warehouse;

for health reasons in situations that threaten the health and life of the child, provides children 1-2 years of age with special dairy products for baby food, regardless of the certificate provided from the Territorial Administration of the Ministry of Social Development of the Territory for the Chastinsky municipal district on the recommendation of the attending physician;

conducts explanatory work in families raising children of the first or second year of life, and among the population about the procedure for providing special dairy products for baby food.

1. General Provisions

1.1. Children 1 - 2 years of age have the right to free provision of special dairy products for baby food.

1.2. The provision of children 1 - 2 years of age with dairy products of baby food is carried out in accordance with the Decree of the Government of the Russian Federation of 13.08.97 N 1005 "On the regulation of free provision of children 1 - 2 years of age with special dairy products for baby food" and this Regulation.

2. The procedure for issuing prescriptions for dairy products

2.1. The issuance of prescriptions for dairy products of baby food for children 1 - 2 years of age is carried out by district pediatricians.

2.2. Prescriptions are issued in one copy upon presentation of directions confirming the right to provide free dairy products for children 1 - 2 years of age.

2.3. The prescription is issued depending on the age and nature of the feeding. The volume of fermented milk products for children of 1 year of age should not exceed 1 liter of finished products, for 2 years of age - no more than 600 ml.

2.4. Data on the issue of prescriptions for dairy products for baby food are recorded in the child's outpatient card (Form N 112y).

2.5. The number and date of referral are entered in the outpatient card.

2.7. Children of the first two years of life who have arrived under temporary supervision at children's polyclinics are provided with dairy products in accordance with this Regulation.

3. Procedure for the release of baby food products

3.1. The distribution of baby food products to children 1 - 2 years of age is carried out by territorial children's polyclinics at distribution points during their opening hours.

3.2. The data on the dispensing of dairy products is recorded daily in the register for the issuance of finished products.

3.3. The report on the products sold is submitted monthly to the accounting department of municipal health care institutions.

4. The procedure for issuing referrals to receive

4.1. Directions for the free provision of children 1 - 2 years of age with special dairy products are issued in the departments of social protection of the population of territorial districts by specialists in social work on the basis of information on the composition and income of the family.

4.2. If in the submitted certificates on the average per capita income of a family with children, only data on the accrued wages are indicated, and its payment was not made within one calendar month preceding the visit to the clinic, free provision of dairy products for children 1 - 2 years of age is carried out in accordance with by these Regulations.

4.3. To receive a referral in the department of social protection of the population of territorial districts, parents present a passport, a child's birth certificate, certificates of the composition and income of the family.

4.4. Referrals are submitted by parents or their substitutes to district pediatricians for prescriptions.

The procedure for providing children of the first and second years of life from families with an average per capita income below the subsistence level established in the regions of the Krasnoyarsk Territory per capita with special dairy products for baby food is regulated by the Resolution of the Council of the Krasnoyarsk Territory Administration dated 01.06.2005 No. 142-p.

The standard for the provision of special dairy products for baby food for 2017-2019 is set at: based on 7.0 minimum wages for children of the first year of life; 2.0 times the minimum wage for children in the second year of life, i.e. 700.0 and 200.0 rubles, respectively.

If there are indications for prescribing special dairy products for baby food to a child, their type and volume in each specific case, taking into account the provision rate, are determined by the pediatrician of the organization that monitors the health and (or) treatment of the child.

The indications for writing a prescription for special dairy products for baby food are:

hypogalactia (agalactia) in the mother of the child;

diseases of the mother:

open form of tuberculosis;

a state of pronounced decompensation in chronic diseases of internal organs;

acute mental illness;

especially dangerous infections;

herpetic eruptions on the nipple of the mammary gland (until they are healed);

HIV infection;

acute course of syphilis;

viral hepatitis C with high viral load.

The amount of nutrition for a child is calculated in accordance with the recommendations of the Research Institute of Nutrition and is in the first year:

100 g of dry mixture per day for a child of the first six months, for an amount not exceeding the approved financial standard;

50 g of dry mixture and 50 g of dry porridge per day for a child from six months to a year, for an amount not exceeding the approved financial standard.

For a child of the second year of life, 30 g of dry porridge per day, for an amount not more than the approved financial standard.

The basis for the free provision of children with special dairy products for baby food is the fact that children from low-income families are registered with the authorized bodies of local self-government of cities and districts of the region in the field of social support.

In the event that a child has medical indications for the appointment of special dairy products for baby food by a pediatrician, the district pediatrician informs the parents (other legal representatives) of the child about their appointment. The distribution of special dairy products for children in the first two years of life is carried out by pharmacy organizations, and if they are not available in the service area, by special food points at medical organizations.

Procedure for Provision of Free Medicines to Pregnant Women.

Pharmaceutical provision of women during pregnancy is carried out within the framework of the implementation of the Decree of the Government of the Russian Federation of December 31, 2010 No. 1233 "On the procedure for financial support of expenses for payment to medical organizations for medical care provided to women during pregnancy, and medical care provided to women and newborns in the period of childbirth and in the postpartum period, as well as on the conduct of preventive medical examinations of the child during the first year of life "according to birth certificates.

In order to streamline the free provision of children in the first and second year of life with special dairy products for baby food, the health authorities of municipalities calculate the amount and range of special dairy products of baby food required for the purchase for children of the first and second year of life, who are on mixed and artificial feeding, based on :

The target figures are calculated taking into account funding for 2002 and prevailing prices for baby food for 2001. When prescribing baby food, fluctuations in the amount of food are possible depending on the nature of feeding, the age of the child, the timing of the introduction of complementary foods, individual characteristics, and existing diseases.

Kefir, milk are given out when operating on the territory of a children's dairy kitchen.

ABOUT THE PROCEDURE FOR PROVIDING FULL NUTRITIONAL NUTRITION FOR CHILDREN

UNDER THREE YEARS OLD THROUGH SPECIAL FOOD POINTS

(DAIRY KITCHENS) BY DOCTOR'S IN THE CITY DISTRICT

CITY NIZHNY NOVGOROD


1. This Regulation establishes the procedure for ensuring adequate nutrition for children under the age of three years through special food points (dairy kitchens) at the conclusion of doctors in the urban district of the city of Nizhny Novgorod.

2. Children under the age of three are provided with special dairy products through special food points (dairy kitchens) on the prescription of medical workers when the child is transferred to mixed or artificial feeding at the place of residence of the parents (legal representatives) with whom the child lives.
A prescription for receiving dairy products for children under the age of two is issued by a medical institution to a parent (legal representative) on the basis of a certificate of the average per capita family income issued by state treasury institutions of the Nizhny Novgorod region "Social Protection Department", state institutions of the Nizhny Novgorod region "Center for the provision of social support measures ", by the state institutions of the Nizhny Novgorod region" Complex center of social services for the population "(hereinafter referred to as the bodies of social protection of the population) at the place of residence of one of the parents (legal representatives) with whom the child lives.
Special food points (dairy kitchens) dispense dairy products for children of the first and second years of life if they have a prescription issued by a medical institution and a certificate of the average per capita family income from recipients of dairy products from social protection agencies.

3. One of the parents (legal representative) has the right to free food provision for children of the first and second year of life:
3.1. For children of the first year - with an average per capita family income that does not exceed the value of two subsistence minimum per capita, established by the Government of the Nizhny Novgorod region on the date of appointment of food.
3.2. For children between the ages of one and two years - with an average per capita family income that does not exceed the subsistence minimum per capita established by the Government of the Nizhny Novgorod Region as of the date of food assignment.

4. Children aged two to three years are provided with food at the expense of citizens' personal funds.

5. The calculation of the average per capita family income and the issuance of certificates on the average per capita family income is carried out by the social protection authorities at the place of residence of one of the parents (legal representatives) with whom the child under two years of age lives, on the basis of:
- statements;
- applicant's passport;
- certificates (copies of certificates) of the birth of a child;
- certificates on the composition of the family (family members registered in the given living space);
- certificates on the income of family members for the three months preceding the month of applying for the appointment of free meals (for non-working citizens - copies of the work book, certificates from the employment service, for pensioners - certificates on the amount of pension received).

6. When a guardian (curator) applies for the appointment of special dairy products, children of the first and second years of life are additionally provided with a copy of the decision of the local government on establishing guardianship (guardianship) over the child.

7. The accounting of income and the calculation of the average per capita family income are carried out in accordance with the Federal Law of April 5, 2003 N 44-FZ "On the procedure for recording income and calculating the average per capita family income and the income of a single citizen for recognizing them as poor and providing them with state social assistance" and Decree of the Government of the Russian Federation of August 20, 2003 N 512 "On the list of types of income taken into account when calculating the average per capita family income and the income of a single citizen for the provision of state social assistance."

8. When calculating the average per capita income, the family includes persons related by kinship and (or) property. These include spouses living together and leading a joint household, their children and parents, adoptive parents and adopted children, brothers and sisters, stepsons and stepdaughters.
The fact of running a joint household is indicated by the applicant in the application for the appointment of free meals.

9. Parents (legal representatives) of children of the first and second years of life, provided with free meals, are obliged to report within a month about the change in family income to the social protection authorities at the place of residence.

10. When the composition of the family changes, the calculation of the average per capita family income is carried out again on the basis of a certificate of the composition of the family and documents on the income of all family members for the three months preceding the application.

11. When applying for the resumption of the provision of free food, which was suspended due to the excess of the average per capita family income of the subsistence level established by the Government of the Nizhny Novgorod Region, the provision of free food is carried out from the month of contacting the social protection authorities and upon issuing an appropriate certificate.

12. The provision of free meals to children of the first and second years of life shall be terminated from the first day of the month following:
- for the period when the average per capita family income for three months exceeded the value of two living wages for children under the age of one year and one living wage for children aged one to two years per capita, established by the Government of the Nizhny Novgorod region on the date of food assignment ;
- for the month of the occurrence of other circumstances affecting the right to receive (relocation, transfer of the child to full state support, the child reaches the age of two).

13. Control over the validity and correctness of the discharge of free meals is carried out by the head of the medical and prophylactic institution.

14. Funding for the provision of food for children of the first and second years of life is carried out at the expense of the regional budget.

15. Control over the implementation of this Regulation is carried out by the local self-government body of the city district, the city of Nizhny Novgorod.
