Military pensioners for Russia and its armed forces. Military pensioners for Russia and its armed forces

All seniors in Russia are looking forward to February. This is due to the fact that in previous years, it was from this month that the government indexed pensions to the inflation rate and opened the season of increased payments for all categories of citizens. In the coming year, the situation changed and recalculations were made earlier, and the old people began to receive the increased amounts as early as January 1. Therefore, it makes no sense to count on an additional increase in pension in February 2018 and count the days remaining until the beginning of the last winter month. From February 1, no changes are expected and all subsidies, compensations and other social obligations will remain at the same level.

General provisions on indexing

The fact that a full-fledged indexation of pensions for all elderly people is vital was said back in the fall of 2017. Social Deputy Prime Minister Olga Golodets was the first to raise a painful topic. She said that it was time for the state to return to the usual procedure for the recalculation of benefits prescribed in the legislation. “In previous years, due to the difficult economic situation, sanctions and falling energy prices, we were forced to abandon the planned indexing. But now the situation has become better and the government is quite capable of fulfilling the obligations given to the most vulnerable segments of the population, ”the official said.

Dmitry Medvedev supported the idea of raising pensions to the level of actual inflation.

“We have gone through a difficult period and passed many tests. But today the government sees an opportunity to return to the usual ways of providing for senior citizens. We even introduced relevant articles to the state budget and indicated the source of funding that would allow us to implement our plans. In 2018, the elderly will fully feel our support and will receive significantly larger sums than before, ”the prime minister said at a briefing.

Latest news for retirees

Initially, it was assumed that insurance pensions would rise from February of this year, but it was not known for a very long time how much they would increase. Various figures were given, from 4.1% to 4.8%. It was this indicator of annual inflation that they were going to take as a basis. After the report of the State Statistical Agency, it became clear that these figures are overestimated and the real inflationary component fluctuates in the range of 3.2-3.7%.

These data were announced at a government meeting by the head of the Ministry of Labor Maxim Topilin. He said that the budget of the Pension Fund of the Russian Federation was calculated precisely from these indicators and provides for such cardinal changes for 2018 as:

 • an increase in insurance pension payments by 3.7%;
 • the postponement of the start date for the issuance of increased social benefits from February 1 to January 1;
 • an increase in the cost of the estimated pension coefficient from 78.58 to 81.96 rubles;
 • correction by 1.037% of the fixed payment to the insurance pension;
 • an increase in the average annual retirement pension to 14,137 rubles.

According to the most recent data, it turned out that in 2017 inflation in Russia was only 3.2%. Based on this information, the government announced that pensions were not only indexed, but also increased. Of course, 0.5% can hardly be attributed to a serious increase, but even such an insignificant amount pleased the elderly.

What awaits civil servants, retired military personnel and working pensioners

The answer to the exciting question of whether there will be an increase in the pension for working pensioners remains the same. If this category of citizens decides to remain in the ranks of the working people in the next 2 years, it is not worth counting on compensation and additional payments. The only promise from the state is an unannounced recalculation on an individual basis in August 2018. But there, the increase in benefits will directly depend on the number of insurance premiums deducted by the employer to the PF for his employee.

It is not yet known how much military pensions will change and what pensions will be paid to civil servants from February 1. Most likely, the amount will remain the same. Significant changes can be expected only by mid-spring, when the presidential elections have already taken place and the new head of state will be officially announced.

In addition to the indexation and increase of pensions, in 2018 there will also be a number of changes in the principles of pension provision for Russian citizens. What are these changes?

Increase in pensions from February 1, 2018

Russia will host in three steps:

 • From January 1, 2018 3.7 percent happened increase in retirement pension for non-working pensioners (due to old age, disability and loss of a breadwinner). This indexing will be carried out one month earlier than usual, since the Government decided to index these types of pension payments above the inflation rate, which in 2017 was at a record low (less than 3%).
 • From 1 February Of 2018 in the usual way will be indexed social benefits paid by the Pension Fund independently or in the form of a supplement to the pension (EDV, NSO). In 2018, the indexation of these payments will be carried out based on actual inflation for 2017 (it is forecasted at the level of less than 3%, therefore, pensioners are unlikely to feel such an increase).
 • From April 1, 2018 will be held indexation of social pensionspaid to a pensioner in the absence of work experience (including disabled children). This type of pension is assigned in a fixed amount and increases taking into account the change in the value of the last year living wage for a pensioner... In 2018 indexation of social pensions planned at 4.1%.

Moratorium on the indexation of pensions for working pensioners in 2018 year will be saved - that is, employed citizens who are already retired will be able to count on only for recalculation from August 1by accrued retirement points for the previous year. They will be able to receive all those missed during the indexation moratorium only after dismissal.

In addition to the indexation of pension payments, in 2018 There will also be a number of changes in the principles of pension provision for Russian citizens, which will affect the conditions for retirement upon reaching retirement age and the formation of the pension rights of working citizens.

Another question that worries pensioners in connection with the onset of the new year is whether there will be 5,000 rubles for pensioners in January 2018 (alas, no - this time there will be no such payment).

Indexation of pensions in 2018

According to the provisions of Law No. 400-FZ of December 28, 2013, insurance (labor) pensions of citizens should be indexed annually from 1 Februaryto the inflation rate of the previous year, and if the PFR has additional material opportunities, the indexation is repeated on April 1. But in the new year, the traditional the procedure for indexing labor pensions will change: their increase will take place 1 month earlier - from January 1, 2018.

This is due to the fact that the increase is based on a higher percentage than the recorded actual inflation, so there is no need to wait until February until Rosstat calculates inflation for 2017 (expected at less than 3 percent).

Social pensions and other social payments made by the Pension Fund, will be promoted as usual the actual level of price growth for 2017:

 • monthly social payments for pensions - from February 1, based on actual inflation for 2017 (less than 3 percent);
 • social pensions for disabled citizens - from April 1 in relation to the growth of the living wage (approximately 4.1 percent).

At the same time, the increase in insurance pensions will not affect the employed pensioners. Recall that the indexing of pensions for working citizens was suspended in 2016 due to the difficult economic situation in the country. This freeze helped save the state 12 billion rubles. However, all missed indexations must be compensated to the citizen as early as the next month after dismissal.

Pension increase from January 1, 2018 (latest news)

In accordance with the law adopted by the State Duma on December 15, 2017 (introduced by the Government as bill No. 274624-7) on changing the procedure for indexing insurance pensions in 2018, all types of this pension provision (for old age, for disability, for the loss of a breadwinner) should increase from January 1, 2018 by 3.7%... At the same time, the previous procedure for increasing labor pensions is suspended until the beginning of 2019, and this increase does not apply to working pensioners (see the text of the law below).

It should be borne in mind that any insurance pension consists of two parts:

 • fixed payment (or FV) is a constant value guaranteed by the state (for all categories of recipients it is set in a fixed amount);
 • directly insurance part is an individual calculated value that depends on the number of retirement points earned during work.

The January indexation will affect both parts of the pension as follows:

 1. The fixed payment will be increased by 3.7% and will be the same amount 4982 rubles 90 kopecks, its increase or decrease is legally established for certain categories of citizens by Law No. 400-FZ of December 28, 2013;
 2. The insurance part of the pension directly depends on the points earned by the pensioner, the value of which will increase from January 1 by 3.7% and amount to 81 ruble 49 kopecks.

In 2017, the actual inflation in the country was fixed at no more than 3%. Consequently, the 1.037-fold increase in pensions proposed by the Government in 2018 formally covers the increase in consumer prices (although, of course, in terms of its absolute value, this increase will be very small - the increase will be even less than in previous years).

Increase in social benefits to pensioners in 2018 from February 1

From February 1, 2018, there will also be an increase (indexation) of all social benefits of the Pension Fund.provided for various categories of citizens (disabled people, veterans, heroes of Russia, etc.). They are provided in the form of monthly cash payments (MCA), of which a set of social services (NSO) is also an integral part.

In general, the NSO consists of three parts (medicines, travel and sanatorium treatment) and is provided at the choice of the pensioner in one of two ways:

 • in kind (that is, directly by social services);
 • in monetary terms when refusing natural.

The cost of a set of such services (each part separately) is determined by law and increases in direct proportion to the growth of the monthly payment (MFA) - i.e. by the same percentage. In 2018, this increase is planned at a level of less than 3%, so the beneficiaries will hardly feel such an increase.

Thus, from February 1, 2018, it is planned to index social benefits (including a set of social services) to the actual inflation level of the last year. In the draft government decree, this value was fixed at 3.2%, but the actual inflation will be less than 3%, so the increase will be even smaller (this also applies to child benefits in 2018).

Indexation of social pensions in 2018 from April 1 to 4.1%

Social pension is a special type of pension, which is characterized by the lack of seniority from a pensioner for any reason. Such a pension is assigned in a fixed amount approved by law. And, as a rule, the size of social pensions is significantly lower than the estimated labor (insurance) pensions.

It should be noted that in the last two years there has been a decrease in the established growth rates of social pensions. So in April 2017, this type of pension was indexed by only 1.5%. In 2018, it is planned to reach the usual (pre-crisis) increase in the level of this type of pension provision - the projected growth of social pensions in April 2018 will be approximately 4.1%

Unlike labor pensions, the indexation of social pensions is tied to change in the living wage of a pensioner for the previous year. Therefore, the value of the indexation of insurance and social pensions for the same year may differ (although in both cases it is associated with actual growth in consumer prices).

Thus, one of the positive changes in 2018 is a more tangible increase in the subsistence minimum (SM) in the country, including separately by region. At the same time, the established subsistence allowance allows all non-working pensioners to receive additional payments (the so-called social benefits up to the subsistence level - federal and regional), if the size of their pensions is lower than the approved values.

According to the law, the level of a citizen's pension must always be not lower than the subsistence level in the regionwhere he lives (from here are taken the seemingly strange statements of the Government that “there are no low-income pensioners in Russia” - they all receive pensions in conjunction with other social benefits in the amount of not less than the subsistence minimum.

Since 2010, applications for the appointment of a pension have already provided for a section on receiving social supplements. If your pension was assigned before 2010, and you did not submit a separate application for the appointment of an additional payment, and the amount of the pension is below the established subsistence minimum in the region, then you must independently contact the territorial bodies of the Pension Fund.

Pension increase for working pensioners in Russia in 2018

No changes for the working population receiving pensions for 2018 are provided for by the laws adopted in the State Duma. This means that working pensioners will continue to receive pension amounts. without annual indexation.

Recall that the indexation of pensions was stopped in February 2016 for those citizens who continue to work, having realized their right to pension benefits. The Government's plans were not to index pensions to working Russians up to 2019.

This moratorium on the indexation of pensions operates as follows:

 • Those citizens who retired before February 1, 2016 and retained their jobs, remain without increasing their pensions since February 2016.
 • For citizens who became retirees after February 1, 2016, when calculating the individual pension coefficient (IPC), all increases that took place on the date of the emergence of the right to pension are taken into account.
 • If you continue to work and at the same time receive a pension, all subsequent indexations from the moment of employment will not be applied again.

Working pensioners have the right to an increase in the amount of their pension only through an annual recalculation according to the employer's data. From August 1 of each year, the pensions of such citizens are increased by the number of points taken into account in the previous year for the period of labor activity and payment of insurance premiums during this period. But no more than 3 points a year!

An example of how working pensioners will recalculate the indexation of pensions in the Pension Fund of the Russian Federation

A woman born on 05/01/1962 retired in 2017 within the timeframe established by law and continues to work. What indexation will be taken into account when determining the size of the pension? And since when will the pension cease to be indexed?

The calculation of the pension for this woman will be made on the date of May 1, 2017. When calculating the IPC, all approved pension growth indices will be taken into account, starting from 2015 to 05/01/2017.

 • The cost of one pension coefficient will be taken as of 05/01/2017 - it is 78.58 rubles.
 • The fixed payment, which is part of the insurance pension, will be taken into account taking into account the indexation as of May 1, 2017 and equal to 4805.11 rubles.

Further, subject to the continuation of the performance of paid work, all subsequent indexation of singing after the appointment will be suspended... Those. indexation, carried out from January 1, 2018 by 3.7%, will no longer be applied to this woman's pension. And this will continue until she quits her job or is fired by her employer.

Indexation of pensions after the dismissal of a working pensioner in 2018

In 2017, a law was adopted, according to which there was a change in the period for recalculating the pension after dismissal. In 2018, working pensioners will be able to receive a pension with all the missing indices already from the next month after dismissal... At the same time, the pensioner himself will not need to additionally apply to the Pension Fund, since this recalculation is entirely based on the monthly reporting of employers!

Earlier, after leaving work, the pensioner recalculated the received pension, taking into account all indexations in three months:

 • the first month is the submission of reports to employers in the FIU on citizens working in the organization;
 • the third is the adoption by the PFR territorial body of a decision on recalculation.

For citizens who stopped working in 2018, the period for calculating the pension is reduced, taking into account the indexations missed during the work period. This will be possible after the entry into force. from January 1, 2018 Federal Law No. 134-FZ dated 01.07.2017.

However, the process of additional accrual of missed increases will be the same for technical reasons. will also take several months... But after that, when the already recalculated pension is paid after 3 months, an additional payment will be made for the entire period since dismissal.

This innovation applies only to the dismissed after January 1, 2018... If a pensioner resigned, for example, in December 2017, then his pension will be re-indexed only from April 1, 2018 - without additional payment for the period from January to March (in other words, these months will be lost).

Latest news and recent changes in retirement benefits

As it has already become clear, an increase in pensions in the new year for most categories of pensioners will be very small (hardly noticeable) or, as for a large category of working pensioners, it will not be at all. But in the new year requirements will increase to the already formed pension rights and the level of wages of Russian citizens for retirement:

 • The minimum requirements required for retirement from an old-age pension in 2018 will increase by the planned values provided for by the law "On Insurance Pensions" - now for this you will need to have at least 9 years of work experience and minimum 13.8 pension points.
 • Earn new retirement points for the working population from 2018 will become much more difficult, since the maximum value of the base for calculating insurance premiums in the PFR in 2018 (on the basis of which the points earned for the year are calculated) will be increased immediately by 16.55% - from 876 thousand rubles to 1 million 021 thousand... - according to the Government Decree of November 15, 2017 No. 1378. And hardly anyone in Russia now has a salary growing at the same rate (well, if it grows at all).

No other significant changes in the Russian pension system are expected in 2018. In particular, the expected by many a one-time payment to pensioners in the amount of 5,000 rubles will not be paid in 2018 - it was a one-time, one-time supplement, which was due to all pensioners in January 2017 instead of the additional indexation that was missed in 2016, provided by the law (and there is simply no reason to pay it in 2018).

And one of the few really good news for Russians is that a decision has not yet been made to increase the retirement age, which is important for those who are still working or planning to retire (including men born in 1958 and women born in 1963).

Will there be a one-time payment of 5,000 rubles to pensioners in 2018?

At the beginning of 2017, recipients of all types of pensions, regardless of the fact of work, received an additional payment of 5,000 rubles. This measure was necessary in the current economically unstable situation.

Against the background of high inflation and the impossibility of additional indexation of pensions in 2016, it was decided to pay a lump sum to the pensions of citizens (law of November 22, 2016 No. 385-FZ). Thus, the pensions of Russians were “conditionally indexed”, many of whom perceived it simply as a gift for the New Year.

Currently, according to the Government, the economic situation in the country is normalizing. Over the past 12 months, the growth in consumer prices (inflation) does not exceed 3%, and pensions in 2017 increased by 5.78% in total across two indexations.

The upcoming indexation by 3.7%, planned for January 2018, exceeds the inflation rate for 2017. Therefore, no additional one-time payments (5 thousand rubles or any other) in addition to the already pledged indexations will not be made!

Will there be an increase in the retirement age in 2018 (latest news)

In the past few years, the most discussed and acute for Russians is the question of increasing the retirement age... In many other countries, including post-Soviet ones, the corresponding decisions have already been taken and are being implemented.

 • For example, from January 2017, the retirement age will be raised annually in Belarus by six months until women reach 58 years old and men 63 years old. In Kazakhstan, the same values apply - for women at 58 years old, for men at 63 years old.
 • In many developed countries, such as Germany, men become retirees at 65 and women at 60.
 • In Ukraine, the Verkhovna Rada adopted a law on pension reform, which also provides for an increase in the current retirement age.

Now this question is ripe in Russia as well. According to the Government, first of all, it is interconnected with the fact that the duration of the working age in the country is increasing - i.e. about a third of Russians already stop working after retirement due to age.

However, so far, due to the great unpopularity of this measure, the Russian Government has not yet made a final decision on extending the retirement age (although many consider this issue to be resolved and note that it will most likely begin to be implemented after the next presidential elections, which will be held in March 2018 - but so far these are only rumors).

How many points and seniority do you need to retire in 2018?

Since 2015, a point-based system for calculating labor (insurance) pensions has been in effect, in which the insurance contributions paid to the Pension Fund by the employer for their employees are transferred from rubles to relative values (points). Contributions recorded for the year are related to the Government's approved contribution limit, which corresponds to 10 retirement points(this is the maximum that can be obtained in one year).

But in order to obtain the right to retire on an old-age pension within the generally established timeframes, it is necessary to comply three prerequisites:

 • the onset of the age established by law;
 • the presence of insurance (labor) experience;
 • the presence of a specified value of the individual pension coefficient (IPC), or in other words, the size of pension points.

It should be noted that this only applies to old-age pensions! Other types of compulsory pension insurance pensions (for disability, for the loss of a breadwinner) appointed independently from the duration of labor (insurance) experience and the number of points received.

Since 2018, a prerequisite for assigning a pension upon reaching the retirement age (now 55 years for women and 60 years for men) is the availability 9 years of experience and 13.8 pointsindividual pension coefficient (IPC).

An example of calculating retirement points from 2015 to 2018

For a man born in 1965, he has an official salary before income tax (PIT) in the amount of 30,000 rubles (respectively, for a year, earnings are 360,000 rubles). Suppose this citizen's salary has never been raised since 2015. At the same time, deductions for the funded part of the pension are not made for him, since he was born before 1967. Thus, the employer deducts insurance premiums for this man to an individual personal account in the amount of 16% of earnings before deducting personal income tax - that is, 16% × 360,000 = 57,600 rubles per year. Let's calculate how many points this man has earned since 2015, when the new pension formula began to operate.

Annually, the Government approves the so-called marginal wage, the amount of compulsory deductions from which to the Pension Fund of the Russian Federation to the individual personal account of a citizen is 16%. So, the maximum established value of wages in the country from 2015 to 2018 is the following values (see the table below).

Year Marginal wages for contributions to the Pension Fund of the Russian Federation (insurance base), rubles The maximum amount of insurance premiums taken into account (16% of the base), rub. Base increase compared to the previous year,% Depreciation of salary when converted to points relative to 2015,%
2015 711000 113760 - -
2016 796000 127360 11,95 10,67
2017 876000 140160 10,05 18,83
2018 1021000 163360 16,55 30,36

In 2018, the insurance base of contributions to the Pension Fund will amount to 1,021,000 rubles in accordance with Government Decree No. 1378 dated November 15, 2017. Then the maximum amount of insurance premiums taken into account for the year, taken as 10 points, will be 163,360 rubles (an increase in relation to 2017 by almost 17 %).

Therefore, each ruble earned in 2018 will “depreciate” when converted to pension points relative to 2017, immediately by 1 - (1 / 1.17) = 15%, and relative to the level of 2015 - by more than 30! Therefore, it is not enough to have only a permanent high salary for the formation of decent pension rights. So that their volume does not decrease from year to year, according to the new pension formula salary must grow by at least 10% per year (see table above).

Let's go back to our example. To convert the monthly earnings of 30,000 rubles into points, you need to correlate the salary data (taking 16% of the annual earnings, which in this example will be 57,600 rubles per year) to the established limit values and multiply by 10:

 • 57600/113760 × 10 = 5.06 points earned by a citizen in 2015;
 • 57600/127360 × 10 = 4.52 points in 2016;
 • 57600/140160 × 10 = 4.11 points in 2017;
 • 57600/163360 × 10 = 3.53 points will be earned in 2018.

Thus, in just 4 years while maintaining the same level of wages (in this example, it is 30 thousand rubles per month) the number of accrued retirement points decreased by 30% (in this example, from 5.06 points in 2015 to 3.53 in 2018). Thus, the modern pension system has a mechanism that leads to a decrease in the level of annually accumulated pension rights while maintaining the same salary!

Accordingly, in the example considered, since 2015, the citizen earned 5.06 + 4.52 + 4.11 + 3.53 = 17.22 points. Moreover, if a citizen had the right to a pension in 2017, then all points awarded to him must be multiplied by 78.58 rubles - this is the cost of an insurance point from April 1, 2017. And if the right to a pension arises in 2018, then from January 1, it will have to be multiplied by 81.49 rubles.

Every year, pensions in Russia are reviewed for compliance with the level of comfortable living. Applied procedures:

 1. Indexation of material payments to the level of current inflation.
 2. Recalculation of the fixed part of the benefit.
 3. Organization of additional payments to recipients in case of its discrepancy.

In 2016, despite the high inflation rate, the size payments for pensioners grew only by 4%. At the same time, on the basis of legislation, the executive authorities must provide recipients with payments corresponding to the actual increase in prices for the consumer basket. This concept means a set of the minimum number of goods and services necessary for the existence of the settlement period (month).

In order to compensate for civil law, the state paid through the pension fund. Its value is RUB 5,000 Period of execution - january 2017.

In February 2017, citizens are expected to receive another the rise benefits received. will affect recipients. That is, applicants for insurance, disability pension and survivor's pension can count on an additional payment.

How much will the pension increase in February 2017?

According to the statement of Medvedev D.I. material payments in the coming year will be revised taking into account actual inflation. She at the end of 2016 was 5,4%.

According to information provided by the Pension Fund (PFR), in February 2017, thanks to indexation, the monetary allowance will rise on 5.4%. The corresponding Resolution was signed by Dmitry Medvedev on January 23, 2017. As a result, the average pension will be 13 620 rubles.

The increase will not affect all citizens, the indexation has been canceled. The stated reason: the lack of material resources in the budget. Despite this, the working citizen will be indexed the allowance after the termination of his labor activity.

Pensions for military pensioners

According to the law, recipients of an old-age insurance pension are assigned a fixed payment in the amount of 3 935 rubles per month. The same payment for and for the loss of the breadwinner is - 1 968 rubles.

Indexation of pensions in February 2017 will also affect the fixed payment. According to the law, it is obliged to be indexed by the established calculated indicator. At the beginning of 2017, it was determined at the level 5.4%. After such an increase, the size under consideration will reach for recipients of an old-age insurance pension - 4,805.11 rubles.The calculated score will reach the cost 78.58 rubles.

Indexation of social benefits and monthly income

- an integral part of payments for government support. Appointed to citizens ranked among the small nationalities and ethnic groups of Russia, as well as to persons who do not have work experience and do not have other conditions for obtaining another benefit.

EDV is a monthly cash payment assigned to the so-called privileged categories of citizens. If a person has the right to issue a monthly loan on several grounds, it is appointed only on one of them. Exceptions, Chernobyl victims, heroes of the USSR and Russia have the right to receive payment on several grounds.

Increase in February 2017 will affect recipients of EDV. The payout will grow by the set inflation rate (5.4%). The social pension will be indexed in April by 2.6%. At the same time, the increase in social benefits will affect both working and non-working citizens.

Thanks to the planned indexation, the average social allowance will be 8 803 rubles, payment to a disabled child - 13 349 rubles.

The size of the UIA will increase by the same percentage:

 • for war veterans, they will be - RUB 5,054.11;
 • for persons with disabilities of the 1st group - 3538.52 rubles, 2 groups - 2527.06 rubles, 3 groups - 2,022.94 rubles;
 • the size of the package of social services was 1048.97 rubles monthly.

The most popular questions and answers to them on the indexation of pensions

Question:Hello. My name is Nikolai Sergeevich Kobzan. I am a working pensioner. What can I do to get my pension indexed in February 2017?

Answer:Hello Nikolai Sergeevich. According to the current legislation, the indexation of payments to working pensioners is temporarily not made. To be able to do this, you must stop working. In order to be in time for the "February" indexation of 2017, you had to quit no later than october 2016 Such a period is provided for by the current rules for organizing office work in the pension system, which requires at least 3 months in order to include an unemployed citizen in the list of applicants for an increase in benefits.

If the dismissal occurs later, the increase according to the law is put on the fourth month after the occurrence of the specified fact, but taking into account all the indexations that have passed that have not affected you. Thus, having quit, you will receive a pension, including taking into account the February indexation

Conclusion
